Position Summary:

The Institute of Northern Engineering (INE) and the Alaska Center for Energy and Power (ACEP) are seeking a full-time Proposal Coordinator to assist faculty with preparing proposals to submit for possible funding by the National Science Foundation, Department of Energy, and other funding agencies. INE and ACEP are growing research centers; home to approximately 70 tenure and non-tenure track faculty and approximately 35 staff dedicated to providing the administrative and programmatic support necessary to carryout roughly $20 million in annual research activity.

Duties:

10Data Collection & Analysis: Data Collection and Analysis: Maintain detailed internal database to track proposal processing and analyze trends in the numbers of proposals submitted, by categories such as faculty members, agencies, and waived vs. proposed indirect costs as a method of qualitative procedural analysis. Maintain and update INE project list used to track funded projects. Compile quarterly reports and final reports required by agencies along with any other duties as assigned. Summarizes and compiles data and information and prepares reports for use by UAF administration in restricted fund assessment. (Weekly)Essential
25Agency Liaison: Cultivates funding agency contacts and serves as a liaison between faculty and agencies to resolve issues impeding the proposal, award, and science reporting processes. Advises and supports faculty continuously on all aspects of proposal development as well as addressing questions and/or revisions to award documents. Provides general restricted fund information to PI's, UA staff and funding agencies. Applies problem solving and analytical skills to complex and multifaceted problems. (Daily)Essential
65Proposal Review: Reviews and evaluates a large volume of grant proposals for INE and ACEP, including reviewing text and analyzing proposal budgets to assure compliance with complex federal, agency, and university regulations and policies. Works with the Office of Grants and Contract Administration (OGCA), other participating units, and the faculty, staff, and administrators of INE and ACEP to submit competitive proposals that comply with UA and agency guidelines. Provides follow-up tracking when agency awards have been announced and accepted. Audits pre-award packages for consistency and accuracy with proposed scope of work. Interprets and applies complex rules and regulations such as UAF Policies and Procedures, SW Accounting manual and procedures, Federal Acquisition Regulations, OMB Uniform Guidance, Cost Accounting Standards, GAAP, GASB, UA Disclosure Statement and various foreign agencies accounting rules, regulations, and policies.Essential
Knowledge, Skills, Abilities:
Ability to prioritize projects and see through to completion. Good comprehension of proposal and award documents. Independent judgment and ability to troubleshoot competing policies. Detailed knowledge of federal regulatory policies; strong analytical skills.

Preferred Experience & Education:
2-3 years experience with technical writing and editing, problem solving skills, applying regulations, and working with relational databases (preference going to previous proposal and scientific writing). Some experience with project budgeting and/or grant management experience is preferred.

Required Experience & Education:

B.A. or B.S. in a related business or science field and 2 years increasingly responsible experience related to the program specialty or an equivalent combination of training and experience. Some experience with budgets and/or spreadsheets.



Salary Information:

This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 79, based on education and experience.
